Phil has played key roles in organising and running public sector procurement and training events since 2001 and has been involved with the Supply2.gov.uk brand since its launch in 2006 through marketing at roadshows, events and meetings with interoperability partners. He was recently appointed Interoperability Manager for Supply2.gov.uk and is responsible both for strengthening relationships with existing buyers and for creating further relationships to extend the reach of this respected government brand.

OGC Supplier Feedback Service
Andie has worked for the Office of Government Commerce (OGC) for nine years and in that time she has worked extensively on projects aimed at levelling the playing field for SMEs. She has managed projects to open up the supply chain for SMEs and she has also acted as OGC’s policy expert for the SME agenda. More recently she has been involved in OGC’s programme of Capability Reviews, a programme looking into the procurement and commercial capability of 17 Whitehall Departments. Andie is now the manager of OGC’s Supplier Feedback Service.

OGC Supplier Feedback Service
Bradley first joined the OGC as a Service Desk Agent; he quickly specialised in providing advice about the EU Public Procurement Rules to purchasers and suppliers alike as part of his role on the Service Desk. Bradley was then promoted into the Supplier Feedback Service to handle case work. He is responsible for assessing the cases that are passed on to the Supplier Feedback Service, contacting the relevant public bodies, preparing responses and resolving cases.

Tony is a procurement specialist with a background in category management, procurement transformation and eProcurement across central and local government. Tony is currently working in the OGC eAuctions team, which is promoting best practice in eAuctions across the public sector. Tony is responsible for developing and managing the forward schedule of collaborative eAuctions. This work involves identifying suitable spend categories, benchmarking current deals and recruiting customers to participate in the collaborative eAuctions.

Mike joined American Express in June 2003 and is responsible for Account Development in Global Commercial Card UK. Prior to joining American Express, Mike was a Business Development Consultant for the tax practice of PricewaterhouseCoopers, and his previous career included 10 years’ experience in Sales and Account Management at the European Insurance subsidiary of GE Capital. Mike’s team consists of two divisions: one devoted to the private sector and one specifically dedicated to the UK public sector. Mike’s team helps UK, European and global customers save money through the development of flexible, tailor-made payment solutions.

Julie has worked in the public sector for 35 years and has held senior procurement positions in the NHS, Higher Education and Central Government. She also has experience working in the private sector. She was part of the team that set up the first use of off-shore data capture by a government agency and has latterly been involved with the implementation of an ERP system, e-procurement solutions and the development and implementation of various procurement training solutions.

Jim has been a member of the Tourism & Leisure unit at regional development agency, Advantage West Midlands, since 2003. Since the decision to award the 2012 Olympic and Paralympic Games to London, he has been working on maximising economic opportunities from the Games for firms in the West Midlands, mainly using the www.competefor.com system. So far, West Midlands firms have won the second highest total of contracts, by value, after London, through the CompeteFor system. Jim has nearly thirty years’ experience in the sports and leisure industries, including the management of swimming pools, dry sports centres, fitness clubs, ice rinks, and performance spaces – in both the public and private sectors. As Operations Manager, he helped to open the National Indoor Arena, Birmingham in 1991, where he managed major events including the World Badminton Championships and the indoor athletics seasons.

Jonathan is the Programme Manager for the Improvement & Efficiency West Midlands procurement workstream. He has previously worked in procurement management roles at both Wolverhampton and Birmingham City Councils as well as in the NHS. Jonathan has overseen a programme that has now delivered over £30 million worth of additional procurement savings across the West Midlands region in the last few years. He is also a Fellow of the Chartered Institute of Purchasing and Supply.

Linsey is the Regional Organiser for the Federation of Small Businesses (FSB) in Warwickshire and Coventry. The FSB is the leading business support organisation in the UK and works to protect the interests of small businesses. In Warwickshire and Coventry, Linsey represents 3,400 members ranging from sole traders to medium-sized employers and she actively lobbies local councils and MPs in the area to ensure that small businesses’s views are considered.

Steve has worked for a number of major UK and European organisations and has over 15 years' experience with public and third sector clients, including CLG, the NHS, the Department for Education and Skills, the DWP, the DH and the Inland Revenue. He joined CEL as a Divisional Director in October 2008. Previous roles have included Head of Category Management at AAH Pharmaceuticals, Contract Director at Hays IMS, Head of Commercial at 3M and Divisional Managing Director at A4e. Steve is also an influential member of a number of key government bodies, including the Board for the Strategic Review of Learners with learning difficulties and/or disabilities, the NHS executive committee for the introduction of electronic prescriptions, the Learning and Skills Council (LSC) Social Responsibility Steering Group, the LSC National Quality Mark Steering Group, and the Disabled Facilities Grant Commission.

Gillian is an entrepreneur and has had huge successes with creative and technological companies, beginning in 1998 with her first creative agency, and then going on to launch a multimedia agency that developed unique presentation editing software in 2002. She is currently in a strategic/advisory role on the board of 29studios, a specialist video production company with core competences in visual communication strategies which aims to help clients win multimillion pound contracts. She co-founded Moviecom.tv, the online TV channel for business in January 2007, with the vision to build an online video platform for the business community to engage and empower the business world with online video. This saw remarkable changes in the way businesses communicate and became integral to business models across the country. Moviecom.tv has penetrated the Scottish business market and is now expanding both throughout the UK and internationally. Gillian steers the strategic development of the company and has a hands-on role in engaging and educating the business community about the benefits of online video.

Mark is a member of the Fleet team, and is tasked with delivering £90 million worth of efficiencies within the category this financial year. He has worked for the OGC for approximately 11 months, where his main responsibility is supporting the Emergency Services Sector group to identify synergies and, through framework agreements, maximise value for money savings. Mark’s core competence is procurement. He has extensive experience in manufacturing, primarily within the automotive industry which has included roles ranging from Purchasing and SQA to Logistics Management. Prior to joining the OGC, Mark worked for Remploy (a Non-Departmental Public Body) as Company Purchasing Manager, where Fleet was one of his key responsibilities.

Eddie is BiP Solutions' Senior Procurement Consultant. Working alongside the Client Services team, he frequently assists public sector organisations with clarification and interpretation of EU Directives and a wide variety of legislative issues. Eddie is lead consultant on BiP's PASS Mark Health Check, an evaluation technique that helps identify how organisations in both the public and private sectors can develop more effective processes in respect of all aspects of public sector contracting. A member of the International Purchasing and Supply Education and Research Association (IPSERA), Eddie is also the senior adviser on BiP's unique Tender Support Helpline team, which provides advice on contracting matters to hundreds of clients. For the last 13 years Eddie has lectured regularly on procurement policy and processes at conferences and events, both on behalf of BiP and for a variety of other organisations, including the Society of Procurement Officers in Local Government (SOPO) and the Institute of Directors. He also provides in-house training on the tendering process - law and practice - to personnel in both the public and private sectors, including several multinational organisations.

He joined Buying Solutions in 2009 after working for five years at one of the company’s major  suppliers, where he held national responsibility for the emergency services and justice sectors. At Buying Solutions, Paul’s role is to help public sector organisations across the UK identify how they can achieve savings and meet other critical targets through the appropriate adoption of Collaborative Frameworks and Managed Services. Buying Solutions is an Executive Agency of the Office of Government Commerce (OGC), part of HM Treasury, and is the largest professional buying organisation in the UK public sector.

Worked in central Government for 12 years as the Head of Procurement and Contract Management for the Training and Development Agency for Schools where he developed the procurement function for a newly formed NDPB. Developed and delivered procurement and contract management training workshops aimed at developing the intelligent internal customer. An accredited Gateway Reviewer has taken part in many Medium and High Risk reviews, including the Ministry of Defence. Commenced his working life in medical sciences and reached the pinnacle of his career structure as a Principal Pathology Medical Technologist in the NHS where he worked in excess of 16 years. Moved from the sciences into general management and became the Directorate Manager for non-clinical support services in a world renowned hospital in Cambridgeshire. Joined a Swiss company as general manager to provide pathology services to the NHS under a flagship PFI agreement. Became a Justice of the Peace in 2003 and sits on the bench in Huntingdon.

Having worked in a number of procurement roles within both the private and public sectors, Wayne now supports the West Midlands’ 33 local authorities on a range of procurement activities. He leads on a number of regional procurement projects including the regional eAuction programme, which has delivered savings of over £7million for the region’s participating local authorities.

David has most recently been the most senior procurement officer for Oldham Council as assistant director for procurement and special projects. Prior to this he was head of procurement for Sefton council, providing fellow o fficers and elected members with advic e on policy and direction of travel. He has been the lead officer on the implementation of e-procurement systems and the P rocure-to-P ay process, and has had responsibility for managing the Accounts Payable F unction , including the implementation of document scanning. He has also provided advice and direction on the application of the EU Directives and enquiries made under the Freedom of Information Act. David was responsible for a number of initiatives in engaging with SME s and the t hird s ector and was an active member of the Association of Greater Manchester Authorities (AGMA) Procurement Group, working towards increased collaboration across the Councils and the North West, in particular with the former Regional Centre of Excellence.

Matthew has 16 years’ public sector experience, mostly in the procurement and project management professions. Matthew has worked at the Office of Government Commerce (OGC) for 8 years. He currently works as a senior advisor in the OGC’s Policy and Standards Division, which leads for UK procurement policy both nationally and internationally. Matt’s recent responsibilities have included the successful transposition of the new EU Remedies Directive and supporting guidance and developing the OGC’s range of guidance on the competitive dialogue procedure. His previous career includes working in the procurement functions of the Department for Work and Pensions, the Food Standards Agency and the Police Service
